The Head of Department for Institutional Development of Analytical Center for the Government of the Russian Federation Tumun Tsydypov will take part in the work of the V International forum “Baikal Dialogue”, that is going to be held in Ulan-Ude on September 14-16.
The Department for Institutional Development of Analytical Center for the Government of the Russian Federation carries out expert-analytical work on public administration and improving the investment climate. The priority areas of Department’s activity are examination and proposal development on improving of strategic planning, supervisory activity and SMEs support.
The Head of Department Tumun Tsydypov also plans to be involved in the Subcommission on international and frontier cooperation of the Russian-Mongolian Intergovernmental commission on trade-economic and scientific-technological cooperation at the forum. The session will be held at the suggestion of the Ministry of Economic Development of the Russian Federation.
Tumun L. Tsydypov has a wealth of work experience in the international economic cooperation sphere, he was the senior staff on Russia-Netherlands trade-economic relations development, worked as the World Bank consultant, as counselor and vice-rector of the Russian Presidential Academy of National Economy and Public Administration, Candidate of Political Science, Tumun has completed postgraduate studies at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
AnalyticalCenter for the Government of the Russian Federation is an operational source of expert opinion on a wide range of socio-economic development issues of the country. The efforts of the Analytical Center are focused on operational information-analytical support and expert approval of Government decisions on primal questions of socio-economic development in the areas of finance, transport, energy efficiency, housing and communal services, natural resources utilization, environmental protection, education, healthcare service, innovations, information technologies etc. Special attention is paid to energy, fiscal policy, agriculture and strategic planning.
Analytical Center was founded in December 2005 and became the legal successor of the Working Center for Economic Reforms for the Government of the Russian Federation and the Center for Economic Analysis and Forecasting for the Government of the Russian Federation, that had come at the beginning of 1990s of the last century to replace the Main Computing Center of the USSR State Planning Committee (1959-1991).
Forum “Baikal Dialogue” is an effective platform for discussing problems of Baikal region development. This year the major theme of discussions will be “International and frontier cooperation - progressive potential for development”. The Deputy Chairman of the State Duma Committee on Natural Resources, Environment and Ecology Mikhail Slipenchuk and the Deputy Minister of the Economic Development of the Russian Federation Alexander Tsybulskiy will act as moderators of the plenary session of the forum.
The forum is involved in the work plan of the State Duma of the Federal Assembly of the Russian Federation in 2016. The Speaker of the State Duma of the Federal Assembly of the Russian Federation Sergei Y. Naryshkin has approved the State Duma Delegation to the forum. Also, the Senators of Russia’s Federal Subjects of Baikal region will take part at the forum “Baikal Dialogue”. The decision of holding The V International forum «Baikal Dialogue» was encouraged by Presidential Plenipotentiary Envoy to the Siberian Federal District Sergei Menyailo.
The forum is organized by the State Duma of the Federal Assembly of the Russian Federation, the Government of the Republic of Buryatia with the help of the Ministry of Economic Development of the Russian Federation and Fund for Protection of Lake Baikal.
